National Rural Employment Guarantee Scheme
The National Rural Employment Guarantee Act, 2005 was enacted to provide for the enhancement of the livelihood security to the rural poor and rural household of the country with a guarantee of 100 days labor per family as wage employment to every household whose adult members volunteer to do unskilled manual labour.
The Government of Meghalaya notified in the Official gazette the National Rural Employment Guarantee Scheme, Meghalaya under the Act on 28th of July 2006.
The Administration of the Jaintia Hills District under the Deputy Commissioner as District Programme Coordinator [NREGA] have signed a Memorandum of Understanding (MUO) with the Association on 12th June 2007 to help the Department and the Amlarem Community Development Block to support in facilitating the programme and for a better implementation of the Scheme at the grassroots level.
The main objective of the MOU is:
- The NGO shall conduct an awareness and rapport building training camps in all the Area Emplyment Council which are allotted to them about NREG Scheme Meghalaya and NREG Act an mobilize community participation.
- The NGO to form (Village Employment Council) VEC
- The NGO to conduct field visit to all VEC and AEC
- Timely submission of reports
- Follow-up the implementation of the programme both at Village and AEC level.
- Conduct Social Audit
The Association along with the support from the Office of Block Development Officer, Amlarem could able to facilitated formation of 93 nos of VEC and 34 AEC.
The Association also motivates the community to participate the programme and demanding work for the benefit of the household.
Further, the Association conducting training and capacity building to VEC representatives in maintaining of Book keeping and records and other books of accounts of account maintained in implementing this programme. At the same time also handhold the community in the process of conducting Social Audit through the Social Audit Committee formed for the purpose.
